Only 19 of the 68 members of the Congressional Immigration Reform Caucus, voted against the latest expansion of L1 visas in the Summer of 2003 (a measure that was packaged with the Singapore-Chile Trade deal). That measure passed 272 to 155. It should be noted that most Democrats voted against that measure.
